(5) Bristol Mayor draft Budget includes cuts to 32 Police and Community

Support Officers. Lib Dems are working with the mayor and others to

reverse this proposed cut. Please sign our petition at

Locally we have excellent PCSOs Montpelier, St Werburghs and parts of St

Andrews have Chris, Clare, and Kim and St Pauls and St Agnes have Bijou,

Chye, Claire, Gareth, Jacqueline and Krimo. Crime is falling locally. Do

(6) Albany Green, Montpelier - slow but steady progress. Plans for a

further consultation event in March on Albany Green. I have emailed

(7) Chris Whitehorn (one of our local PCSOs) is helping to arrange a

Community Speed Watch on Ashley Hill and elsewhere in the ward. If

anyone else is interested please let me know and I will forward your

(8) Local resident Kate Wrigley was hit by a car and killed on Ashley

Hill, Montpelier in late September 2012. There is a "Crossing for Kate"

petition at http://bit.ly/11eLisi 902 signatures so far. Can we make it

(9) I have been asked to present a resident Road Safety Petition of 240

names seeking safer crossing places along James Street, St Werburghs.

There is interest in operating Community Speed watch here. Police,

councillors, residents and local schools are seeking solutions to

dangerous parking at "school drop off" in the area. Let me know if

interested.

 

(10) Carriageworks and Westmoreland House, Stokes Croft. Developer

applications closed yesterday on the slow path to a CPO Compulsory

(13) Concerns raised by St Werburghs' residents about the future of the

allotment land by Lynmouth Road, Mina Road and St Werburghs Road. This

follows Scout Enterprise organisation, which has protected the

allotments for some years, going into administration.

ht(14) Wales and West Utilities are in the process of removing the

gasometer from their site on Glenfrome Road, St Werburghs. The work

involves removing hazardous waste, particularly contaminated water, oil

and sludge, then removing the ironwork, and finally filling in the hole

(the gasometer is built on a circular hole between 6 and 12 metres in

depth.) The work is environmentally sensitive and will be progressing

(15) Continuing bin and street cleansing issues. There is a major review

against targets between council officers and May Gurney. The Contract

has numerous targets and it is quite clear that May Gurney is not

COMING EVENTS IN ASHLEY WARD...

(1) Ashley Neighbourhood Forum on Monday 2nd July 2012,
which will be held in the Cafe at the Learning Centre, Grosvenor Road,

PARKS

(4) Investment in Albany Green, Montpelier (£100,000) and St Andrews
Park (£10,846) is among the Cabinet plans to invest in parks and green
spaces in Bristol. Councillors were invited to bid for ward green space
priorities in March 2012. Other bids by Jon for improvements on
Narroways, Montpelier Park and St Pauls have sadly not been successful

HIGHWAYS

(5) Persistent closure of Happy Lane in St Andrews. Problem is that the
responsibility for fixing Happy Lane rests with Wessex Water and/or
Bowling Club. It is the arguing about liabilities that is holding things
up, which is quite unacceptable. Cllr David Willingham (Lib Dem
Bishopston) has been leading on negotiating with interested parties.

(6) Safer crossing on Ashley Hill, Montpelier by the railway bridge. As
a result of a petition from over 300 residents submitted to Full Council
last week, the council has raised the priority of this scheme, and is

(7) Plans have been circulated of improved crossing for pedestrians and
cyclists at St James Barton roundabout. This is an accident black spot
identified in the Sunday Times "Cities for Cycling" reports.

(8) Council Highways Officers have offered the contract to develop the
junction between Ashley Hill and Cobourg Road, Montpelier. We hope work
will start "within weeks"!

(9) The Local Sustainable Transport Fund LSTF proposals for Stokes
Croft are being refined in discussions between officers, residents and
the local business community.

(10) Bristol and our sub-region have been successful in winning an
extra £24m LSTF funding. Part of the fund is allocating to rolling 20
mph areas to all residential streets (including around St Andrews,
Redland, Cotham and Bishopston)

WESTMORELAND HOUSE CPO

(11) I enjoyed being a Cabinet Member finally formally agreeing to
progress a Compulsory Purchase Order CPO on Westmoreland House and the
Carriageworks at Cabinet! Many thanks to all involved, including Lori,

(14) Great to come across the first Temporary Play Street in Ashley.
The accolade goes to Upper Cheltenham Place in Montpelier. Wonderful to

PRIMARY SCHOOLS UPDATE - provided by me to Ashley Ward Neighbourhood
Forum.

Everyone is working very hard to meet the rising demand for Primary
School places across the city and particularly here in the inner city.
Thanks to all, especially the council officers, the various schools'
staff and governors, parents, as well as acknowledging the work of
Clare, her cabinet colleagues for the "Investing in Bristol" school
capital money and the cross party lobbying of national government that
has delivered so much for Bristol.

Work to identify additional primary school places is often challenging,
sensitive, constantly updating and multi-faceted! This is a snap shot.

(15) Dolphin Primary (also known as Colston Girls on Cheltenham Road).
- In brief, a request for increased funding is coming to Cabinet in July
to provide not just the 1FE for 2012, but also to support expansion to
2FE for 2013. We will also be seeking an indicative budget allocation
for major substantial works over the following 2 years, but as yet there
is no defined, costed scheme. Work in progress. There are also some
complications around revenue funding which officers and the school are
trying to resolve.

(16) Cabot Primary in St Pauls - A design proposal is being developed
with the school, which should see substantial new build and
refurbishment of existing premises. There is a budget allocated for such
work.

(17) St Werburgh's Primary school - Many are aware of the COMAH
problems with expanding on site. Officers and the school are trying to
resolve with the HSE to overcome planning concerns, but even if planning
was agreed, there might be unaffordable mitigation costs, so also
looking at the St Mathias Park PRU site. We are currently developing
proposals to move the PRU to an alternative location and bring back into
use the St Mathias site for primary school provision - effectively
running as an annex to St Werburgh's. Discussions continue.

(18) Old Fairfield Site - Currently used by the Hospital Education
Service and if the Dolphin and St Werburghs options proceed as planned
we shouldn't need to use this in short term.

NEWS IN BRIEF

(19) A surplus bus stop is to be re-used on Ashley Road.

(20) Contrary to some mischievous reports, the EDL March will not be
going through St Pauls.

(21) Reminder: Ashley ward Community First Grant contributions - £250
minimum / £2,000 maximum - Closing date 1st October but suggest putting

Waliur and I have been carrying out residents surveys on streets in St Andrews, St Werburghs, Montpelier and St Pauls to check on current issues, and ensure that we are delivering the best possible support to our community and direction for our city. We will feed back the results and the actions that have arisen.

(1) Highways plans for 2011/12 and beyond

A meeting was held on 17th January 2011 to explore some of the 70 or so road and pavement improvements suggested by residents and businesses in Ashley, Easton and Lawrence Hill Neighbourhood Partnership area. There are Ashley Ward schemes progressing (subject to TRO consultation) in Drummond Road, St Pauls area, and Hurlingham Road, St Andrews area.

In addition officers have been asked to produce some options to be considered for priority in 2011/12 - there are limited funds available, but Waliur and I are also looking to explore S106 funds and other funding streams.

Schemes discussed on 17th January included, Picton Lane, (Montpelier), Ashley Hill/Chesterfield Road, (St Andrews) junction, Cobourg Road/Ashley Hill (Montpelier) junction, Magdalene Place (Montpelier) and possible schemes around Mina Road and Sevier Street (St Werburghs). We also discussed possible additional "dropped kerbs" to make walking, pushing buggies and wheelchair access easier.

These are at an early stage, so there will be lots of opportunity for community involvement should any schemes be progressed this coming year. Decisions on priority will be made at the Neighbourhood Partnership meeting on 16th March. Please let Waliur and I have your comments and suggestions.
